The Study On The Institution Design And Path Selection Of The Equalization Of Basic Public Services Among City And Countryside In Tibet

To achieve the equalization of public services and narrow the gapamong the inter-region, city and countryside is an important strategicdecision of the Seventeenth Congress of the CPC. It’s important for thesocial fairness and justice, as well as the urban and rural residents sharethe welfare of reform and development equally. Still it’s the key to fulfillthe scientific concept of development and construct a harmonious society.To achieve the equalization of public services can helpful for coordinateurban and rural development, and narrow the gap among city andcountryside. How to fulfill the equalization of public services is animportant task of China’s public governance and social development.This article carries on the analysis with theories of public financeand public administration. Based on the social development of TibetAutonomous Region, I give a new definition of ‘basic public service’,and I think basic education, basic public health and social security are themost urgent problems. By consulting the statistics yearbook of2011,logging the website of government and interviewing with students, Iget the present situation of equalization of basic public services, and givethe conclusion that the basic public services is unequal, and explore thereasons for that. Then I deduce the conclusion that the key to fulfill theequalization of basic public services is effective institution design andreasonable operation mechanism. Finally, I do some exploratory research for path selection and system design.This paper is divided into three parts:The first part is raise question, including Chapter one and two.Chapter one is the introduction, introduces the background of this intent,the research method, the literature review and the theoretical basis, etc.Chapter two is the basic theories of related theory and definition,including the theories of the balancing urban and rural development,equalization of basic public services.The second part is analysis problem, including Chapter three andfour. Chapter three is the analysis of present situation, by analyzing wededuce the conclusion that the basic public services is unequal. Chapterfour is explore the reasons for that.The third part is solve problem, including Chapter five and six.This part based on the social development of our region, do someexploratory research for path selection and system design of our region tofulfill the equalization of basic public services.
