This article examines the so called secret agreements on nuclear weapons issue when Japan and U.S. negotiating the new Japan-U.S. Security Treaty in1960, aims at grasping history facts more accurately, understanding historical truth with a broader view, and exploring the inherent discipline.Historical materials, especially declassified documents, are the basis of diplomacy history research. It is found basing on analysis of historical materials:the issue of "the calling of the nuclear-armed U.S. vessels of the Japanese ports" was not mentioned in the suspected "secret nuke agreement"——Record of Discussion, not falling into the extension in space of the Japan-U.S. Security Treaty in1960. Therefore, Record of Discussion should not be recognized as a "secret nuke agreement" in the context of this issue.The historical truth of the "secret nuke agreement" issue shall be disclosed beginning with the analysis of macro history background. The background is the dawn of the Cold War with fierce confrontation between the East and the West; the concerned parties are formerly the occupation state and the occupied country; the core is the top secret of the nuclear issue relating to the most critical national interests. Taking accounts of their respective interests and the situation of the Cold War, Japan and U.S. adopted a series of open and secret diplomatic actions, which on one side, assured the conservation of nuclear secrets, the maintenance of nuclear deterrence, and the nuclear deployments of U.S., on the other, achieved the aims of corresponding domestic oppositions, avoiding cautions and confronts from neighboring states of Japan. It can be called a win-win diplomatic solution.The unequal alliance relationship between Japan and U.S. determines the "double-edged diplomacy" of their behavior pattern. On one edge, there is open diplomacy reflecting the external equality of Japan-U.S. Alliance, on the other, secret diplomacy reflecting the internal inequality. Stated more formally, the independent variable in this research is the characteristic of Japan-U.S. Alliance, the dependent variable is the diplomacy behavior pattern between Japan and U.S.——a phenomenon this research called "game rules of unequal alliance". The characteristic of the Japan-U.S. Alliance determines their diplomacy behavior pattern. The Japan-U.S. Security Treaty in1960though achieved equality in name of legal status; its fundamental characteristic is still unequal. Japan must be obeying and adhering to the global strategic interests of U.S. especially in Asia-Pacific area. The "double-edged diplomacy" behavior pattern is the game rules underlying the "secret nuke agreement" issue, and also the historical discipline dominating the Japan-U.S. diplomatic relations.
