Modernization refers to transformation process from traditional agriculture society to modern industry society, whose root is the person’s modernization. With its transformation, the other parts of the society also reformed gradually and went to modernization.The article is centered with Tianjin,"Ta Kung Newspaper" of the last years of Qing Dynasty (from1902to1911), and its foundation is social reform activities.The article investigates and tidies up the background of the social reform activities and the social activities of the Female Education Rising Campaign, the anti-Foot Binding Campaign and No Opium Campaign and so on.The Female Education Rising of the last years of Qing Dynasty was inseparable from the Middle Class People and the New Policies. Under the Middle Class People’s efforts from down to up, the Female Education was rising gradually. The Qing Dynasty had to conform to the trend of developing circumstances and admitted and supported the Female Education gradually. Hence in the beginning of the20Century, the Female Education was springing up vigorously, under the efforts of two strengthes of from down to up and from up to down.Under the Middle Class People’s active proposition, the anti-Foot Binding Campaign had also made great strides. The Middle Class People and the government had pointed out the danger of the Foot Binding and the founding of the anti-Foot Binding mass organizations had eliminated lots of misgivings. Under the efforts of the Down Class, the Middle Class and the Upper Class, the anti-Foot Binding Campaign had yielded a positive result.No Opium Campaign of the last years of Qing Dynasty was controlled by the government, mainly under the circumstances of the Inner and the Foreign. The campaign had made great achievement in No Planting and No Smoking and so on and made the opium far from China gradually.
