Objectives This paper analyzes the situation of medical treatment and procuring medicines for non-residents in Beijing, and investigates the difference between Beijing Total Health Expenditure (BTHE) calculating by source of funding and by provider. This study calibrates the result of BTHE calculating by provider, and reduces the differences between BTHE calculating by source of funding and by provider. This study provides reference to Beijing government of health resources allocation.Methods (1) Literature study. To fully understand the research of medical treatment and procuring medicines for non-residents, and the balance of BTHE, this paper studied literature both inside and outside. The existing problems are summarized and solved in this paper.(2) Specialist interviews. Relevant experts were interviewed, and we set up the preliminary survey scheme and questionnaire.(3) Questionnaire. Modify and improve the questionnaire through the pre-survey results. The spot investigation in the drug retail institutions of Beijing were carried out for residents and non-residents according to the survey scheme.(4) Statistical description and analysis. The balance of BTHE is based on statistics of medical treatment and procuring medicines for non-residents.Contents (1) In this paper, the cause of differences between BTHE by source of funding and by provider is analyzed to provide a basis for further in-depth study.(2) Medical treatment for non-residents is described in detail, such as expense ratio of non-residents, average cost, etc.(3) Procuring medicines for non-residents is studied, including average cost, reasons of procuring medicines, types of medicines and so on.(4) The expenses of medical treatment and procuring medicines for non-residents are used to revise the results of BTHE calculating by provider."T-account" balance sheets are used to balance calculations and further analyze the reasons of the difference between BTHE calculating by source of funding and by provider.Results The outpatient costs of medical treatment for non-residents is8.87billion Yuan in2011, it takes32.85%of all the outpatient costs. The hospitalization costs of medical treatment for non-residents is15.91billion Yuan, it takes49.77%of all the hospitalization costs. The costs of procuring medicines for non-residents is6.58billion Yuan in2011, it takes25.41%. The costs of medical treatment and procuring medicines for non-residents are more than31billion. The costs of medical treatment and procuring medicines for non-residents are great impact on the balance of BTHE, and they are the main reason for BTHE calculating by provider is greater than by source of funding. Calibrating the result of BTHE calculating by provider, the difference between BTHE calculating by source of funding and by provider is decreased from40.61billion to9.25billion.Proposals Health resources allocation in Beijing not only need to meet needs of residents, but also need to provide non-residents with medical services. In the establishment of medical and health resources planning, the government should meet the needs of both residents and non-residents on the medical and health resources. In addition, advantages of high-quality medical resources and traditional Chinese medicine companies should be given fuliplay.
