Rural Grassroots Health Service System Construction Research

Rural health service system, refers to the county level medical institutions for leader, to villages and towns medical health institutions as the center, to village medical health institutions as the basics. For rural residents, rural health service plays a very important role, not only to protect their physical health, but also take the task of rural public health work. At present, the research related to rural health service system with domestic and foreign, mainly concentrated in the rural health service human resources research、research on financial support and government responsibility、research on rural health service system performance evaluation and other aspects, but the research on rural health service system construction is relatively less. Therefore, the research on rural health service system construction is having very important significance at the theory and practice. Based on the analysis of the concept of the medical health service system and so on, the research discusses the rural health service system elements, and at the background of human resources management theory、new public management theory, and so on. The research will take the rural health service system situation in Hunan province as an example, using literature method, interview method to study the current rural health service system.First of all, this paper introduces the current situation of the rural health service system in Hunan province, and points out that the current rural health service system in the construction makes many achievements, such as medical health service conditions are improving, medical team construction obtained greater progress and other aspects; Then, the study introduces the basic situation of Hunan rural health service system from personnel, infrastructure construction, management and other aspects; On this basis, the study analysises and simultaneously points out many problems of Hunan province rural health service system at present, such as personnel overall level is not high, the structure is unreasonable, health service facilities level is backward, part of the rural grassroots movement is hard, village doctors’ treatment and other problems, and also analysises the main cause of these problems, including the positioning of the rural health service system construction is not clear, the local government investment is not in place, the imperfect supporting policies are not well and other reasons; Finally, the study puts forward the corresponding measures from the following several aspects:clearing the positioning of the rural health service system, adjusting the development thoughts of the rural health service system, building the stable grassroots of the health institutions in rural talent team, establishing a stable long-term mechanism of the rural health service system construction, perfecting investment mechanism of the rural health institutions related security policy.
