PurposeThe study is on the basis of " to determine the contents of clinical nurse drugprescribing rights under certain circumstances ", to reference the literature of foreignnurses，qualification of prescribing rights, courses of nursing undergraduate in theUnited States and domestic, in order to probe into nurses，qualification whom applyfor the prescribing rights and nursing undergraduate needs for additional nurseprescribing rights relevant courses and contents, to provide a reference for the nurseprescribing rights be introducted in our country.ObjectThe standard of selecting expert is:⑴worked in his/her field with somepractical experience for more than10years.⑵had the vice-senior professional titleor above.⑶won a bachelor degree or above.⑷willing to answer the expert enquiryquestionnaire. Two items was required among the former three items.MethodsBased on literature review, the history of British and American nurseprescribing rights the specific content of the qualification and development, theUnited States and domestic undergraduate nursing curriculum. Two roundsquestionnaire on nurses，qualification to apply for the prescribing rights and nursingundergraduate needs for nurses，prescribing rights relevant courses and contents wasconducted among60nursing and medical experts by adopting self-designedquestionnaire with Delphi method.Results1. The applicant’s requirements of the British nurse prescribing rights is unifiedand detailed requirements, including academic lever, job title, work experience, aswell as the nature of the work unit. The applicant’s requirements of the UnitedStates nurses，prescribing rights is no uniform standard, most states allow the nursepractitioners and clinical nurse specialists apply for nurse prescribing rights, in somestates even registered nurses can apply for it.Undergraduate nursing courses in the United States reflects the changes in thefocus of the current health care and nursing practice, highlighting the professionalcharacteristics and practical.Domestic nursing courses emphasis on medicalknowledge, professional course content does not reflect the professional features,failed to meet the need of cultivating modern nursing personnel.2. Determine the nurse prescribing rights to apply for the qualification Experts rate the applicant of the right to nurse prescribing minimum qualificationsrequirements of identity undergraduate highest,63.27%, followed by the college,from lowest titles eligibility requirements point of view, the charge nurse expertsagree that the highest rate, accounting for81.63%to30.61%; followed by thedeputy director of the nurse, accounting for16.33%; applicants from the nurse theright to prescribe the minimum clinical work experience point of view, experts agreethat rates the highest for undergraduate have five years work experience (59.18%),Master have five years work experience (48.98%); for applicants where thehospital level, the experts agree that the highest of the third level hospitals(75.51%), followed by the second level hospitals (14.29%).3. Determine the additional right to nurse prescribing courses and contents ofundergraduate nursing Experts on pharmacology courses of drug dose calculationagree with the highest rate,93.4%, followed by patient medication knowledge andeducation (85.7%), OTC drug knowledge (85.7%), patients with medicationcompliance issues and countermeasures (83.7%), nurses ’ roles and responsibilitiesin the drug treatment (81.6%), drug abuse problem (75.5%); the right to prescribelaws and regulations recognition rate of93.9%of the course, including prescriptionmanagement (93.9%) doctors and patients legal relationship (87.6%) MedicalMalpractice (83.7%); recognition rate of85.7%for nursing intervention courses,including clinical care intervention (85.7%),and the concept of nursing interventionand development (81.6%).Conclusion1. The recommended nurses，prescribing rights to apply for access toqualifications for working in three lever hospitals on the basis of undergraduatenursing education, along with the charge nurse and titles qualifications and fiveyears of clinical experience.2. The proposed undergraduate nursing education in China is to add twocourses: the right to prescribe the relevant laws and regulations(includingprescription management,doctors and patients legal relationship, MedicalMalpractice) and nursing intervention(including clinical nursing intervention and theconcept of nursing intervention and development), increasing the drug dosecalculations, drug abuse problem，patient medication knowledge and education,,nurses ’ roles and responsibilities in the drug treatment, patients with medicationcompliance issues and countermeasures and OTC (non-prescription) drugknowledge six items of pharmacology contents.
