With the global competition deepening, the enterprise has to show their own special products and services through finishing all kinds of project in order to own a place in the market competition. And with the development of science and technology, fierce competition, the enterprise must launch their own products and services as fast as possible for keeping and developing their own core competitiveness. There must be new product developed to adapt to the requirement in order to make the enterprise develop continuously and stably, so many enterprises have joined this movement. As the diversity of the current customers’requirement and the different needs, the using time of products is more and more short, especially electrical products, which changes fast with the development of high technology. For improving the competitiveness of enterprises and winning the market, the enterprise has to take the development of new products and localization as the core issue. Previous development pattern of products is already inadaptable to the current requirement,. For example, the product often has problems of quality, high cost of manufacturing, single usage, etc. Now as a whole new, mature management mode, project management has wide supports in enterprise. In the early1990s, it has already been successfully applied to the development of enterprise product, but the relative research is very few in our country at present. Although most enterprise implement the relative items of product engineering, the effect of them isn’t ideal, even fails. And this is an important question for the development of economy we have to face without a doubt.This paper starts with the existent problem of product engineering for company S, introduces the importance in the field of the application of low-voltage product research and the problems enterprise faces based on the theory of application. Study the problems of the management measure and improvement object which are fit for the enterprise, strengthen the management of time and communication, optimize the making process and explain the practical application of TOOL. Through analyzing the theories of Tool, that is T:Top schedule (prospective project schedule management), 0:One team (an organic team),0:Over Capability (keep proper capacity), L:Localization (local), comprehensively analyze the enterprise from these views. Then, it introduces the theory of project management, including the life cycle, whole process, the design and start of project to analyze this project how to connect the theory of project management with unique theory of enterprise S., how to lead it into the practical work. Through the analysis of the project management pattern such as the management of scope, time, cost, quality, risk, purchasing, etc, we do the relative analysis and researches about low-voltage electrical product in project management.At the same time, it summarizes the management mode for the development of low-voltage electrical product which is suitable for the enterprise, that is to say. The strategy, organization environment and enterprise management, etc, whether it is adjusted to suit the operation of project management or not. Successfully implementing the process of the low voltage product research in project management is also the self-change of the system of enterprise management. Through continuously improving the process of their own management level, enterprises will have their own field in today’s competitive environment.
