With the rapid development of petroleum gas industry, gas pipeline is becomingone of indispensable infrastructure facilities in the modern cities. The responsibility ofgas pipeline is to transfer the nature gas safely to every user. During the transmissionprocedure, the safety of gas pipeline is influenced frequently by many risk factors,such as, corrosion and aging, weld cracking, the quality of the project, maliciousdamage, the human destruction and geological disasters. So the leaking accidentshave happened occasionally. The nature gas is dangerous and contaminative. Onceleaking, it is quite easy to form a mixture explosive gas when the nature gas meetswith air. When it’s concentration of combustion and explosion reach the limit, a firewill cause a combustion and explosion. The consequence is serious and the losses aresignificant. In order to avoid the great disaster, we have to do research regarding theemergency rescue system.On the procedure of emergency rescuing, the rescue operation normally involvesmultiple people and departments at all levels, as well as a large amount ofgeographical data around the pipeline. The Geographic Information System (GIS) hasmany advantages that it can conduct spatial data management, data visualization,analysis, simulation, and integrating with other systems. Therefore, this paper is focuson the study of gas pipeline accident emergency rescue system via GIS technology.The main line of this study is to research the establishment of accident prevention toreduce damages that caused by an accident emergency rescue system of gas pipelineby simulating the gas diffusion, firing and exposing.Basing on the domestic and international related accident emergency rescuesituation, this paper introduces emergency rescue system concept, composition,response mechanism and the response procedure. It also introduces the principle ofGIS, technical characteristics, and work mode system. The purpose of this paper is todesign the basic framework of gas pipeline accident emergency rescue system that isbased on GIS. The people will realize the system integration by analyzing the systemdemands, selecting Arcgis Engine, a component geographic information systemsoftware, application C#, and using Microsoft SQL Server2000relational databasesystem. Through the detailed study of leakage, diffusion, fire and explosion accidentmodel about city gas, the people will obtain the accident consequence simulation model. At last, the paper introduces the operation interface design of the city gaspipeline accident emergency rescue system.
