Public Construction Project Green Degree Evaluation System Research

With the development of economic, more and more attentions are be paid to the resource saving and environmental protection, the sustainability of public buildings will cover the elements of the green buildings concepts. Governments increase the energy subsidies and the local governments provide the green building preferential policies, research on the green evaluation systems of public building projects, not only has the high theory value, which can improve the dimensions index and methodology of the green evaluation for the public buildings, but also plays an important practical significance, which is beneficial to improve the green degree in the whole life cycle of public buildings.Through the research of the present research on the green assessment of public buildings, the key problems in the assessment of green buildings are summarized, from which can be found that:green evaluation research is mainly involves two aspects, four energy savings (energy, water, land and materials) and one environmental protection. Except the outside performance indexes, the resource strategies, technology systems, culture systems, administration systems are also the comprehensive reflection of the green sustainable development of the public buildings. Furthermore, no standard or basis for architecture projects from the beginning to the end, or no scientific and effective assessment of the whole cycle from the green products selections planning and designing, construction and operation, architectural intervention and recycle.On the basis of the system concepts of public building and the new demands which introduced by the development of social, the internal demands of public building projects to green building concepts are discussed and the dimensions of the green evaluation on public buildings are further explored. From these, the comprehensive evaluation index body contains resources, technologies, cultures and administrations are constructed, and the public buildings evaluation systems integrated the prophase decision stage, planning and designing stage, construction and operation stage are formed, involving the affecting levels, affecting range and the affecting stage. At the same time, the research on the theory DAGF can provide methodological guidance, which promote the theoretical and practical exploration of the green building concepts in public construction projects. Based on these, the prospects of the green evaluation of public buildings are also made.
