Construction Project Supervision Quality Responsibility Risk Factors Research

Construction supervision as an important part of participating in the construction side, the owners commissioned to undertake the supervision of the business, the contractor’s construction activities and supervision to ensure quality of construction projects has played an important role. Supervision comprehensive promotion starts late in china, people has many problems to aware and understand its responsibilities. Moreover, professional technical personnel and management personnel shortage, the owners un-cooperative attitude and other factors, resulting in supervisors cannot well perform the supervision responsibility for quality, thus supervision faces a number of liability risks.This article is based on basic theory of the risk management, summarized in the comprehensive analysis of the achievements about, in domestic and international, responsibilities of the construction supervision. Through a variety of scientific methods of construction supervision responsibility, to analyze quality risk factors, to identify quality risk, to assesses quality risk. This paper studies the main results obtained in the course are the following:System analyzed the responsibility for the construction quality supervision. The use of comparative analysis focused on the construction quality of the production mechanism of supervision, supervision system, an integral factor of behavioral constraints, and supervision of behavioral restraint system do an analysis of several aspects of the structure; construction supervision and responsibility for the quality category has been divided, according to legal provisions, will be divided into administrative responsibility, criminal, civil and non-legal responsibilities.A combination of the work breakdown structure WBS method, historical document analysis and expert survey method are three ways to identify risk factors, listed20risk factors, including supervision engineers lack of strong professional ability.Using network analyze and assess the risk factors of supervision quality responsibity. Through the establishment of the network analysis model, the final list of risk factors in20risk factors were assessed and, based on the importance of all factors, ultimately determined the key factors that brings risk are, lack of professional knowledge, heavy use of defective materials by constructors, irrational construction technical proposal, unreasonable construction organization plan, poor feasibility of construction design, low quality materials supplier supplied, and irregularity management.According to the results of risk assessment, get a general and targeted response to against risk of construction quality supervision.This paper studied the quality supervision risk factors from the perspective of supervisory. Research results will help our enterprise to improve risk management and supervision of construction project quality.
