China's Rural Water Pollution Prevention Legislation Research

In recent years, China’s rural water pollution prevention and control work has attached great importance by governments at all levels. They have issued a series of laws and regulations to prevent and control water pollution. About the present research, there are still lots of problems need to be further explored. Therefore, we draw lessons from foreign advanced experience to explore China’s rural water pollution prevention system countermeasure. Through the relevant laws, it can improve and implement strictly the rural areas of our country. It is effectively controlled the situation of water pollution. So that the work of China’s rural water pollution prevention could follow the law rules.This paper mainly uses literature research method. It analyzed the sources, characteristics and harms of our country rural water pollution, and find out the reasons which cause the rural water pollution. And it points out the legislative vacancy and serious lacks of law are the most important reasons. At the same time, it evaluated the present law about our country’s rural water pollution prevention and cure. It also elaborated on the specific content of rural water pollution control legislation, and summed up the achievements about our country in rural water pollution control legislation. It also analyzed the lack of legislation.The paper also uses the method of comparative analysis. It introduced the rural water pollution control legislation on abroad. It includes the chemical fertilizer and pesticide pollution, Livestock and poultry pollution prevention, rural domestic refuse and domestic sewage treatment and so on. Though the comparative analysis, we find out a reference and experience practice on China’s rural water pollution prevention.Finally, through the analysis of above problems, we put forward to perfecting our country’s rural water pollution control legislation. One is to improve China’s rural water pollution prevention and control legislation of the overall train of thought. It reflects in the legislative principle, legislative mode and legislative technology and other aspects. The other is to improve the specific measures on China’s rural water pollution control legislation. Firstly, to modify the" environmental protection law", increase the rural water pollution prevention and control regulations; Secondly, to develop" rural environmental pollution prevention law", prevent and control the rural water pollution from the many aspects. This law shall set up in rural production in pollution prevention and control system and the rural living and pollution control system and to establish and perfect the supervision organization and so on environment, in order to make comprehensive prevention and control of water pollution in rural areas, the system of regulation, to perfect our country’s rural water pollution prevention legislation purpose.
