More and more women leaders have played an important role in different areas of the society with attentions and supports form both at home and abroad. As a special part of women leaders, training for female cadre in Government Institutions has become an important part of all countries’government. Based on the analysis of the dimension of work initiative and promotion, this paper focuses on researching the relationships between female cadres’work initiative and promotion in several ways, such as interview and questionnaire.Here come several conclusions by researching and analyzing:1.Work initiative consists of several levels.We can measure female cadres’worke initiative from five aspects including comprehension、chosen、communications、practice and anticipating2. Basically, we can judge female cadres’promotion by three dimensions and six levels. Three dimensions are administrative level、position and professional title. Six levels are types of administrative level、time of administrative level、position level、position time、level of professional title and time of professional level.3. Female cadres’promotion has a crucial influence on their work initiative:(1) Ones that have administrative authorities will be less initiative at work; those who do not have any authorities will be more initiative at work.(2) As taking less time to get promotion on administrative level, ones will be more initiative at work; those who do not get this promotion for a long time will be less initiative. (3) As taking less time to get promotion on position level, ones will be more initiative at work; ones who don’t get promotion on their position for a long time will be less initiative.4. There are certain intermediate variables between working initiative and promotion. The paper mainly concentrates on three variables which are sense of fairness on promotion、sense of satisfaction on promotion and growth motivation. Given the research, the paper shows that the sense of fairness and satisfaction on promotion plays a significant role in promotion and work initiative of female cadres in government institutions.
