The implementation of performance appraisal for civil servants is the important method to enhance civil servants management and team development. To reach the aim of performance appraisal that objectively evaluates both ability and moral integrity and task achievement of civil servants, what counts is to build a set of scientific and reasonable KPI (Key Performance Indicator). It is significant for Hunan province, as the connecting spot of national civil servants performance appraisal, to enhance the research of civil servants KPI optimization in Hunan province, and promote performance appraisal practice of civil servants. By means of theories and empirical studies, the main purpose of this research is to thoroughly probe into the elementary way of optimizing KPI of civil servants in Hunan province.The writer first theoretically marshals the current study of KPI of civil servants, compares the KPI systems of civil servants home and abroad, and analyzes the problems and their reasons in KPI of civil servants in Hunan Province. Then, the writer, by demonstration with civil servants from the towns, counties, cities within and of the province as the subjects, surveys and analyzes the current KPI of civil servants in the province, and collects the advice and suggestions about the current KPI of civil servants from the broad masses of civil servants. The results further reveal the salient problems in current performance appraisal system of civil servants, especially in KPI in the province.Finally, based on theories and empirical studies, the writer discusses the right way for optimizing KPI of civil servants and then proposes the standard plan for optimizing KPI system of civil servants in Hunan Province in the accordance with the requirements in the scientific development outlook and correct achievement view; that is to uphold the basic principles of scientific orientation, position classification and system dynamics with the standard and flexible measures of classification and categorization along with quantification and refining, to construct the logical framework designed in KPI system of civil servants from the tridimensional angle of posts, functions and performances of civil servants, providing significant references for improving the performance appraisal practice in Hunan Province.
