| Judiciary administrative authority of the government is specialized in disseminating and managing laws,which fulfills the duties of both legal authority and government department,and the duties of safeguarding social stability and serving economic growth.As the administrative restructuring reforms move forward and the public awareness for service and management is awakened,it is imperative for the government to manage public issues and improve the ability and performance in providing public service.It is more important that the government plays a better role in improving and upgrading the efficiency and effect of government work.In the process of personnel management,the fact-based and rational performance assessment system is gaining greater attention.As the breakthrough point for the government to engage in innovative management,performance assessment is producing extensive influence.By analyzing characteristics of judiciary administrative departments,current situation of personnel management,strong and weak points of incumbent assessment system in Harbin,the paper makes initial design of performance assessment model applied in judiciary administrative departments while considering the basic theories of performance assessment and bearing upon the current performance assessment model used in local police office.After the research result is put into trial operation,collect feedback opinions,make constant improvements and promote the system dissemination on the basis of rules and regulations,promotion,education and training.The design of performance assessment model based on the Management by Objective,Reinforcement Theory and Application of System Management Theory,enhances routine assessment of ethics,capability,diligence,merits and honesty among other factors of performance.At the same time,it also provides more fact-based and effective reference for the annual assessment of public servants.It is of vital importance for objective and accurate assessment of the work results,ethics and capability of servants in judiciary administrative departments,for improving work quality and efficiency,for improving the initiative and sense of responsibility for work,for enhancing internal management,and for building the competent judiciary police teams.It is hoped to facilitate building of responsible and service-oriented government and provide reference for other government departments by making constant improvements and practice. |
