The Research Of Cultural Industry Policy In Suzhou

In the process of cultural globalization, the cultural industry has become a pillarindustry in developed countries. It is an important part of comprehensive strength in acountry. Since putting forward the concepts of “cultural industry” and “culturalindustry policy”, the Party and the government pay more attention to the developmentof cultural industry. China’s cultural industry grew out of the cultural undertakings. Itis the product of the cultural system reform, the economic system reform and thecultural economy. So it is still in its infancy, depending on the cultural industry policy.After ten years of cultural industry policy implementation, Suzhou cultural industryhas made some achievement in implementation of cultural industries policy. But theimplementation of cultural industries policy in Suzhou remains many problems. Theseproblems arise in the aspect of local cultural industries policy and its implementation.The imperfect of local cultural industries policy system and the adequate ofrefinement to some cultural industries policy are the main problems in Suzhou localcultural industries policy. And the problems of the implementation of the central,provincial and local cultural industries policy includes single enforcement means,weak enforcement, and poor coordination of the implementing organizations, lack ofmoney and information as well as the lack of assessment and monitoring of policyimplementation. Using the theory of related factors influencing policy implementation,the paper analyses the causes of the problems in implementation of Suzhou culturalindustries policy. They are the flaw in central, provincial cultural industry policy,policy implementing subjects, policy implementation system and relevant system.Based on the problems and causes about the implementation of cultural industrypolicy in Suzhou, the paper proposes some suggestions to improve theimplementation situation, such as enhancing the quality of local cultural industriespolicy and implementation subjects, increasing the investment of resources what isneeded in implementation, and improving the system of policy implementation, policyevaluation and monitoring.
