The emergence and spread of Opium are closely related to humanhistory. Opium had been introduced to China as a medicine in Sui TangDynasty. Western colonialists have taken it as a kind of aggression200yearsago. By the19thcentury, Opium had been introduced to China, flooded likea virus, spread in every ranks and corner in modern China, and broughtdisasters to China politics, economy and social development.“Opium, anunprecedented disaster for Chinese during three thousand years’ history”.Opium was spread from the littoral to inland, border area, from theprominent officials to common people and remote area---Harqin, wasunfortunately affected. Opium jeopardized local agricultural production,social security, and degraded social conduct; what’s more, people weresubjected to mental and physical sufferings. The spread of Opium and banpolicies on Opium-smoking and the Opium trade, interprets Harqin area’sbasic-level social process from another standpoint, in the early time republicof China. This paper makes use of Mongolian, Chinese archives andmaterials, and combines it with modern anti-drug history, attempts to do acomprehensive examination to Harqin area Opium problem and itsmanagement.The paper consists of introduction, context and conclusion part, about thirty thousand words. In the first part, overviews the history of Harqin areain late Qing dynasty and early Republic of China, makes some charts toanalyzes and counts the Opium planting area, amount, number ofOpium-smoking people. In the second part, categorizes Harqin area policies,laws and regulations on Opium-banning in the early time of the Republic ofChina, and analyzes the Opium-banning organizations and its state ofexecution. In the third part, case analyzes the harms that Opium brought toHarqin area economy, society and culture.
