Along with the birth control policy especially the only child policy in cities and townswhich have been implemented for more than40years, aging issue has become a suddenproblem that China has to face. This sudden problem was realized by the whole country underthe social background of getting into the well-off society. While at the same time, a plannedeconomy was still deeply remembered by the elderly. Therefore, the elderly can be affected bythis social background, their psychological background, retirement thing, media report on badsocial event as well as business of necessaries of life. It is due to the market economy thatmake big income differences between cities and towns as well as various families. The elderlyare almost covered by “low salary policy”. They are lack of savings, their children are poorand they are influenced by western ethic theories. All these things lead to their terrible life.Then there is no way for them to enjoy happy life or to live wonderful life whose children aresurrounded and rigidly observed filial piety. Meanwhile, the security of mental health ofelderly is not included in the China’s social security system. Therefore, there are terribleproblems exist in the elderly’ mental health. They gradually have some abnormal minds,unethical minds and even the criminal minds.In this paper, the author does some researches on mental health of the elderly, classifiestheir abnormal minds and analyses direct and social reasons for these problems. Then theauthor points out suggestions to solve the problems on mental health security of the elderly.There are seven parts of this paper. The first part is the introduction. It shows researchquestions, research background and research significance. The second part is the literaturereview. It presents some related literatures and concepts. The third part is the current situationon mental health of elderly. It reveals current situations on abnormal minds, unethical mindsand criminal minds of the elderly. The fourth part is the causative analysis on mental healthproblems. The author analyzes the elderly’ living condition, educational condition and socialcondition. The fifth part is domestic and international experiences on developing mentalhealth of the elderly. It demonstrates experiences from Shanghai, Singapore and Germany.The sixth part is suggestions of solving the problems on mental health security of the elderly.The author describes the prior measures to improve their mental health situations. Then theauthor illustrates suggestions to improve their living conditions and to change themanagement methods on community service which is based on home-care system. Moreover,the author points out that it is necessary to build an old age service system which is dependedon communities. Furthermore, the author presents that it is important to popularize publicopinions on mental health of the elderly as well as enhance preventions on abnormal minds ofthe elderly. The final part of this paper is the conclusion.
