The early days (1949-1956) is the transitional period of The Communist Party of China that changed from the Revolutionary Party into Ruling Party.During this period, The Communist Party of China and government adpoted "benefiting both labor and capital" as the basic policy for handling relations between labor and capital.And this policy based on "The Common Program", The New Democracy Programme and the specific experience of the big city to take over since the war of liberation. Then the Labour Consultative Meeting coordination came into being. It has played an important role in economic recovery and labour relations. But its limitations is also evident.Now, with contradictory conflict become acerb, it is imminent for us to construct harmonious labour relations. Therefore, studying the Labor Consultation Meeting not only helps uto recognize and assess the labour relations combined early, but also helps to harmonize contemporary labour relations.
