Cultural and industrial policy is an important part of the national industrialpolicy, industrial policy is the "cultural industries" policy object. China’s culturalindustry has developed rapidly in recent years, which the government fiscal policyhas played an important role in promoting. The seventh session of the Sixth PlenarySession concluded in2011, to promote the great development and prosperity ofsocialist culture specific strategic plan, that is, to deepen cultural restructuring,further develop and expand cultural industries. Mutatis mutandis to the internationalpractice, China’s cultural industries are for-profit part of the culture, the wholeoperation is subject to market-oriented mode of operation. However, due to thefollowing two reasons, the development of cultural industries need to give full playto the Government’s fiscal revenue and financial leverage. First, the cultural productswith externalities, public goods, property and cultural industries as a high-input,display characteristics of high-yield sector, in the case of defects in the market, thisparticularity to enable the Government to intervene to become a valid reason, as longas government intervention is appropriate, the policy is properly designed, will beable to cost effectively achieve public policy objectives to meet people’s spiritual andcultural needs. Second, China’s cultural industry is still in preliminary stages ofdevelopment, cultural industry organizations are relatively weak, need governmentsupport in the fiscal and taxation policy. Most of China’s cultural industry organization born out of the institutions born out of the planned economic system,and thus can not do without the financial support in the process of change. Therefore,the financial and taxation is government management of the cultural industry is themost effective means of regulation, further improve fiscal policy, the implementationof the preferential tax policy to promote the development of cultural industries. Thisarticle studies the cultural industry financial and tax policies, on the one hand, iscommitted to examine the current overview of the financial and tax policies ofChina’s cultural industry and the results of the implementation, on the other handcombined with the experience of other countries to put forward constructivesuggestions for China to further improve the financial and tax policies of culturalindustries.
