As the fall of Qin Empire and the rise of Han Empire,criticizing Qin had been developed into a very powerful ideologicaltrend. The e arly rulers of Han changed their principles and chose the thought of HuangDi and LaoZi as their new principles. So, to some degree, the ide ological trend had pushed the thought of HuangDi and LaoZi popular. A t the same time, the slogans "Still-ness and Non-action" and "Proper S implicity", which were from the thought of HuangDi and LaoZi, weaken the influence of Qin’s extreme system and coordinate with the situat ion of early Han and the times theme to criticize Qin.The "Non-actio n" is not absolute but relative, the essence of which is to insist and maintain the Qin’s system. The early Han Dynasty inherited the Qin s ystem has its Theoretical necessity and practical feasibility. The I nheritance became the premise and foundation of "Non-action", Its e ssence is to follow the Qin system, adhere to and Conservative.whil e the Tao, and Law of thought of HuangDi and LaoZi and the nation ru ling practices make the inheritance possible and smooth.People has always been easily contacted the ideological trend and the thought of HuangDi and LaoZi, but rarely combined Han’s inheritance to Qin’s system and it. In this paper, the analysis of the theoretical relationship between the three specific circumstances found that there are close relations among the ideological trend, the inheritance and the thought of Huang-Lao in the early years of Han dynasty, the ideological trend had pushed the thought of HuangDi and LaoZi popular. At the same time, The slogans "Stillness and Non-action" and "Proper Simplicity" which were from the thought of HuangDi and LaoZi, weaken the influence of Qin’s extreme system and coordinate with the situation of early Han and the times theme to criticize Qin. The inheritance became the premise and foundation of "Non-action", while the Tao, and Law of thought of HuangDi and LaoZi and the nation ruling practices make the inheritance possible and smooth. The example of "CaoShen (an official in Han dynasty) follows the established rules by Xiao He (successor official of CaoShen)" reflected the combination of the inheritance and the thought of non-action. Huang-Lao thought play an subtly compatibility and integration role on ideological trend and the inheritance.
