Research On Marcket Regulations Of Pre-Song Dynasty

The Song dynasty is the connecting link in the preceding dynasties of our history, its regime present in the polarizing characteristics of the feudal centralization and the relative weak society control. At that time, the society is very active, one of the important symbol is the development of commerce.This development gave birth to the demmand of trading regulations, which is extremely seriousely over the business field.Those has a distinct characteristics of the Times, playing an important role in guiding and regulating the development, which,of course,promoted the development of commodity economy in the Song dynasty.Along with the open-minded management ideas of business development, the Song dynasty maybe go towards into a new era. But later period,the government gradually abandoned the open-minded business regulations and began to interfer the operation of market economy wantonly, and to take the measures like kill the goose that lays the golden eggs.Especially the Shi Yi Fa in the period of Xi Ning Time, which led the Song dynasty economy to the lows directly.The deep contrast give us a question that how the government play a wise role in the development of commodity economy and how to restrain expansion of excite power? In the view of the ShiYi law, this paper will show the differences of the market management regulations,which influenced on the performance of the economy by learning from the history. By revealing the important effects of the regulations proposed by government, the paper gaves the experience to legislation to our country socialist market economy.This paper used the literature research methord and the cases coming from 《Song Shi》,《Xu Zi Zhi Tong Jian Chang Bian》,《Wen Xian Tong Kao》 and 《Song Hui Yao Ji Gao》. This paper is divided into five sections. The first part in my thesis firstly defines the market management guiding ideology and influence by descriping the market credit, business subject, market price and business tax management framework of the the Pre-Song dynasty.The second part introduces the deterioration of regulations implementing environment and the requirements of the new regulations. And the phenomenon marked the changing of mind on the market management.The third part of the paper points out the purpose of the Shi Yi Fa according to the purpose, content and effect of the implementation.The fourth part The forth part of this thesis systemically explains the abolition of the ShiYi Fa by descriping its shortcomings,"Yuan You Geng Hua "and the abolition.The fifth part introduces how to treat the ShiYi law from the view of ShiYi Fa and Wang Anshi reforms, the benefit confliction during the implementation process of Shi Yi Fa and the historicail value of Shi Yi Fa. According to analysising Pre-Song dynasty government during the loose to tight market management mode, the last part of this paper points that any regulations against the market rules will meet with failure, which gives the suggestion to the modern reform of economic system.
