In order to adopt the need of3to6years old children’sdevelopment, Perceptual Reasoning Ability and Verbal Ability Scalewas developed. On the basis of previous numerous studies at homeand abroad and interviews of front-line teachers and experts, data wascollected individually from580children aging3-6in three kindergartensof Shanghai.The result shows that:1. Perceptual reasoning ability includes4dimensions-Timeperception, picture perception, spatial perception and reasoningability,and Verbal ability scale includes verbal understanding and oralexpression.3-6years old children in Shanghai perceptual reasoningability and verbal ability scale is edited according to childrenpsychological development theory, It’s suitable for the application toevaluate children in kindergarten.2. Perceptual reasoning ability and verbal ability in children3-6years old in Shanghai-scale test project with a better distinction andpopular, can be a good measure the development level of Shanghai3-6years old childrens perception and reasoning ability and verbalability, The discriminability and difficulty were satisfactory.3. The length and material are suitable to children. The reliabilityand validity attain acceptable psychometric properties which could beemployed to relevant research..Scale length of the test material toarouse childrens interest to facilitate the applied measurement and testtime-consuming is shorter. That test is a valid and reliable measurementtools.4. From the development trend of the year, the continuous growthof perceptual reasoning ability and verbal ability in children was trend.In the aspect of gender, children’s reasoning ability and verbal ability has various differences. From the angle of grades, children’s reasoningability and verbal ability has no obvious difference. There is positivesignificant difference in perceptual reasoning and verbal abilitybetween ages. The gender difference is also significant. Contrarily, thegrade of kindergarten does not make any significant difference.
