After the outbreak of World War I, according to the” Congressional Charter ofAmerican Red Cross”, the Red Cross which the U.S. government entrusted with,immediately undertook the rescue responsibility, and formed the war committee as thecore of its leadership mechanism. In order to serve better U.S. military at home andabroad and the home front public, the Red Cross quickly expanded its size of theorganization and recruited a large number of volunteers. The Red Cross, as rescued thesoldiers on the front-line, had played an important role in the home front with creating aseries of new services, which covered American wartime nursing, the public health,disease prevention and some other areas. All of these effectually made up thedeficiencies of the public service that the U.S. government should provide and rescuedthe suffering Americans.
