Research Of Zhoufu’s Administration In Shandong (1902-1904)

Zhoufu was one of the good government officials in late Qing. He was also a successful modernizing official. During his thirty years’official career, wherever he went he worked scrupulously to fulfill duties and tried to bring benefits to people. From July,1902to September,1904, Zhoufu was been in Shandong province as the supreme official. During the two years, Zhoufu conducted new reformations in Shandong, complied with the "New Deal" of the Qing government. In economic aspect, with his foresight and sagacity, Zhoufu carried out a series of measures which include adjusting tax policy, initiating agriculture and craft industry, asserting wasteland near the sea, evolving foreign trade, opening commercial port initiatively and so on. In the political aspect, in order to make a better life for people, Zhoufu spared no effort to govern the Yellow River, to reform the army, to rectify hafan, to punishbandit, to correct bad custom. In the culture and education, Zhoufu actively push new-style education and reformed the schools. Besides, Zhoufu founded a newspaper named JI NAN HUI BAO. The newspaper palyed an important part in spreading new knowledge and advanced thoughts. From these measures, we can know that Zhoufu did is a good official, his administrations in Shandong have obvious modernizing characteristic. These reformations in a part promoted the modernization of Shandong.
