As one of the major producers of fishery,shandong played a vital role in modernChina. From the late qing dynasty, water police beganto establish at Shandong Yantai and gradually established a fishery inspection system.After the establishment of the Republic of China, Shandong water police graduallyexpanded to all the province and built the water police system. As the fishery lawenforcement organizations, the police was responsible for combating banditry,andprotecting piscatorial production. By the effect of financial constraints, social unrestand other factors, Shandong water police can not establish a perfect system.There was somgthing wrong in the process of law enforcement.On the participation of the government, The Republic of China fisherymanagement gradually developed into a huge system. In view of such a situation, the government built fish market system andFisheries trading company, promote the modernization of management of fisherytrade.Japan in Shandong coastal illegal fishing activities throughout the period of theRepublic of china,this posed a serious challenge to Shandong fishery management.Not only destroyed the fishery resources in Shandong ,but also seriously damagedChina’s sovereignty.The government had taken different measures to protect fisheryresources and stop the Japanese fishing in shandong. Although the effect is notobvious, but the government should perform his duties. In this period, Shandongfishery management aspects complemented each other and formed a system of themodernization of Shandong fishery.The period of the Republic of China ,the way of Shandong fisherymodernization had plenty of twists and turns. This situation caused by many reasons,such as the civil war, the war of resistance against Japan, seriousbanditry.This seriously restricted the Shandong fishery modernization. The repaymentof foreign debts and raise the military expenditures made the tax policy and the realitySeriously separate. Under the oppression of home and abroad, the modernization ofShandong fishery developed slowly.
