Objectives:The purpose of this study is to understand medical education scale and the quality status of China’s provinces (district, city), the professional and all levels; and predict the the demand for primary health professionals of every provinces (district, city) in the future. Through the compare and analyses of the supply and demand status of health personnel, put forward the the supply and demand strategy of Chinese health technical personnel.Methods:This study adopted data analysis, demand forecasting, questionnaire survey, field investigation, expert consultation methods.Main Results:(1) According to the medium and long-term of medical health talent development plan (2011-2020), and prediction of the population, from2011to2015, about300000health personnel will be net increase throughout the country each year. From2015to2020, it need about net increase of600000health personnel each year, and one third to a half should be to work in grassroots medical institutions.(2) In2012, the national talent demand of health industry survey show that most of the provinces reflect the problem of medical institutions lack of health technical personnel. The institutional types of health technical personnel’s shortage are mainly at the county level hospitals, medical institutions and public health agencies. The main type specialty of shortage is clinical medicine, the second is the nursing profession. General medicine in clinical medicine, and other professional in preventive medicine and medical technology, such as images, examination, pathological, anesthesia, etc. are also widespread shortage of professional. The most shortage of clinical medicine specialty is mainly graduate and bachelor degree and above. The nursing education is bachelor degree, the second is college degree.(3) Health talent supply situation:①During the period of "11th five-year plan", the average annual growth of medical undergraduate enrollment scale was7%across the country, from absolute numbers of admissions total supply was greater than demand. Medical enrollment scale was1.115million in2010, more than the planning of country net increase number of health personnel,600000each year from2015to2015. The growth in Midwest was higher.②There are a phenomenon that education resources and training scale does not match. Some abundant teaching resources colleges and universities, the graduates practice exam pass rate is high, but the recruitment of students scale is relatively small. But some colleges and universities of general education resources, the enrollment scale is large instead the test pass rate is not high enough. The throughput rate of different degree is different. The higher education the pass rate is higher, the same professional of different schools the pass rate have large difference.③The eastern region not only have the advantages of human resources for health, from colleges and universities set scale, training level, training and training quality point of view, the medical talent training is but also ahead of the central and western regions.④From the education level of running a medicine school, overall education level is still low at present, the percentage of admission for all levels did not reach the demand of the China education reform and development compendium of medicine released by the ministry of health and the ministry of education in2001:Graduate students accounted for only3.6%by2010, have not reached8%. The proportion of Undergraduate and junior college education is increasing, but has not yet reached to50%. The proportion of secondary education is falling, but is still over50%.⑤Now there ware problems with the education to cultivate professional medical technical talents in China, including the management of professional settings need to strengthen, the level of medical technology education is incomplete, it is lack of professional certification system and quality guarantee system and so on. It exists a certain degree with demand for the development of medical institutions and market demand of health industry.⑥We measure results according to the "planning",through analyzing, we know that the quantity of clinical cultivation talent is oversupply for the moment.⑦At present, the nursing professional development has greatly increased, the overall has been relatively saturated.⑧At present, the major of public health and preventive medicine in China has been gradually transition to undergraduate and graduate education mainly. However the train number throughout the country demand is not enough, and in some professional talent supply is seriously insufficient.Countermeasures and Suggestions:(1) Typically strengthen the study and coordination, gradually solve the supply and demand problems of medical education;(2) made exam evaluation play a role to promote and improve the quality of medical education;(3) further improve the constructing of multi-level, multi-type Medical technology professional education system;(4) establish a normal mechanism of supply and demand survey, scientific regulate of enrollment size and structure.
