Research On Chinese Medicine Hospital Financial Capability Evaluation System

With the advancing of China’s new medical reform policy, the development of traditional Chinese medicine (TCM) hospital meets the rare opportunity. The development and construction of TCM hospital has entered a leapfrog development of the fast lane. So it becomes urgent and significant for us to evaluate and improve the financial capacity of the TCM hospital in order to raise the overall level of hospital management and safeguard the healthy development of traditional Chinese medicine. At the same time, studying the financial capability of TCM hospital is not only significant for the theory, but also has important practical meaning for TCM hospital to deepen the management reform in order to adapt to the requirements of the times and improve the overall efficiency of TCM hospitals. Firstly by an overview of the financial capacity connotation, this article defines the connotation of hospital financial capacity. Secondly, in combination with the characteristics of TCM hospital financial ability, put forward the major elements and implementation process of TCM hospital financial capability assessment. Then the hospital of traditional Chinese medicine in our country financial capacity and the present situation of the evaluation are analyzed and studied. According to the requirements in the guidelines of the State Administration of Traditional Chinese Medicine Hospital management, this paper selects four first-level indicators, ten secondary indicators, twenty-four three-level of the flexible financial ability of TCM hospital as evaluation index, uses AHP method to determine the evaluation index weight, and establish the financial capacity evaluation model of the TCM hospital in combination with gray relational analysis theory. Finally, select six three levels of first-class hospitals as a research object, use gray relational analysis to evaluate the financial capacity of the hospital and obtain related index factors on the influence of the hospital financial capacity, and propose how to improve the level of financial capability and strengthen hospital management from both the macro and micro aspects of TCM hospitals. The results show that this research method can effectively evaluate the financial capacity of TCM hospitals, and should provide the management of hospitals with some inspiration and experience. Reasonable financial capacity assessment system can help the Chinese Medicine Hospital diagnose their existing financial management system and enable them to find the major problems of hospital financial management system, in order to improve the hospital operational quality and achieve the sustained and healthy development of the pharmaceutical industry in China. The research can improve the study of TCM hospitals’ financial system.
