In recent years, the new rural cooperative medical system which gives priority toa serious illness as a whole (hereinafter referred to as NRCMS) has played a positiverole in health of farmers to a certain extent,alleviated some of the economic burden onfarmers,eased the status that the illness caused the farmers become more and morepoor. At the same time,it also has caused some unfair problems. Since2003,Shandong Province implemented the pilot of the NRCMS.In terms of fairness, it hasinadequacies more or less and it can’t take fairness into this system in the aspects ofcoverage, cost compensation, funds raising, medical assistance and health servicesutilization. Thus, it caused the system to fail to play its due utility better.In recentyears, scholars and experts have begun to focus on the research of fairness of theNRCMS. But so far, few has studied the fairness theory of NRCMS systematicallyand analyzed the relative problems of the fairness of NRCMS with Rawls’ Justice. Inorder to promote the implementation of the fairness of NRCMS in Hezesmoothly,taking the construction of NRCMS, the status of NRCMS,Rawls’ Justiceinto consideration,this paper analyzed the main factors of restricting fairness ofNRCMS in Heze as well as main problems at present.Meanwhile,it put forwardrelevant measures and suggestions.The paper is divided into fives parts:The first part is the introduction; It mainly expounds the research background,significance, research methods and innovationsThe second part of the article is arguing for the related concepts and theoreticalbasis. Including the intension of the new rural cooperative medical system,the fairnessof the intension of the new rural cooperative medical system and Rawls’ justice ofexposition.The third part of the article is described operation status and performance ofagainst the principles of justice of the new rural cooperative medical system in Heze.The fourth part of the article mainly to analysis the influence of Heze’s injusticefactors through the application of rawls’s theory.The fifth part of the article is mainly puts forward practical countermeasures and suggestions through the application of rawls’s theory to promote the realization of thenew rural cooperative medical system of Heze fairness.
