Objective Analyze the specific job of orderly for the old, including following aspects such as working time, purpose, responsibilities, tasks, content, characteristics and etc. Combined with current situation of orderly resource allocation and its influencing factors, the position and job description for nursing staff has been formed. Meanwhile, the work capacity determination is processed based on the accomplishment of analysis as well, so as to provide basis decision-making on human resource allocation of nursing staff.Method①Questionnaire survey and information analysis:By self-made questionaire survey on orderlies from three endowment institutions in Hangzhou, with cluster sampling method applied, acquire the information about the features of endowment orderly position and its qualifications requirements. Based on this, information analysis against position of orderly for old is then processed.②Constitutional observation method and calculation on orderly resource allocation: Track the job content and workload from random samples of endowment orderlies in the three endowment institutions mentioned above, then calculate the proportion of orderly staff to the old among different nursing levels.Result②According to latest investigation:Currently, majority of orderly are constructed by women, staff are a bit older with low level quality, education is not widely provided, employment and management are irregular or abnormal, and working team is unstable. Furthermore, job responsibility is unclear, working is with high pressure, income is low, job security is limited and situation of improper resource allocation somehow exists.②Job description of endowment orderly is compiled via combination of situation investigation and endowment orderly position analysis. Job basically requires followings:Center on the old, provide minimum living taking care of old moving in and necessary mental and social service, so as to meet olds need of phsical,mentalm,social and other aspects.It demands endowment orderly own academic certificates at or above junior high school,achieve job qualified primary endowment orderly position,age between36~55years old with nursing related professionals; acquire elementary knowledge of taking care old people; have ability of learn, interpersonal relationship, observing, coordination and execution; and must have trainings on such, like nursing skill, communication skill, Health of the Elderly, work rule and etc.③By observing and calculating the working time, different proportions of orderly staff to the old of self-care, semi-self-care and incapable of self-care are1:28.6,1:10.8and1:2.9, and there is a gap between the result and the target by government. Combined with the shortage of orderly staff and the actual situation of nursing level is not standardized, it suggests increase orderly numbers, and proportions of orderly staff to the old of self-care, semi-self-care and incapable of self-care be adjusted to1:15.6,1:8.2and1:2.9.Conclusion①Via job analysis, this research formatted job description of endowment orderly job, based on which setting proportions of orderly staff to the old meets the demands of old taking care in real life. Pension agencies can use result of this job analysis to make decision on posting orderlies.②Currently a gap exists between real endowment orderly responsibilities, curing ratio, qualifications and expected ones. Pension mechanism should combine realization to deep work connotation of nursing member, adjust the conservation of proportion and time of direct and indirect caring items on the old with different taking care levels, make effort to construct team of professional nursing.
