The Cost Control Of H Public Hospital Under The Background Of The Medical Reform

The reform of public hospitals is a "big problem" in the reform of medical and health system in China.Because public hospitals not only occupy the dominant position of the hospital system in our country,but also are closely related to the vital interests of the hundreds of millions of patients and the medical people,it can be said to be "moving the whole body".February 23,2010,t he Ministry of public health and other five ministries and commissions jointly issued the guidance on t he reform pilot of public hospitals,which made specific arrangements and deployment for the reform pilot work of public hospitals.Under the background of the reform of public hospitals,how to make better development,improve the quality of internal management and control,strengthen the cost control and maintain the relationship between doctors and patients,is an urgent problem to be studied.Taking H public hospital as an example,this paper analyzes the cost control of public hospitals in the context of medical reform.The main contents of this paper are as follows:First of all,this paper studies the background of the current medical reform pilot and the related concepts and theories of the cost control of public hospitals,as well as the target and key index of hospital cost control under the background of medical reform.Secondly,this paper focuses on the problems and causes of cost control in H public hospitals under the background of health care reform.Thirdly,in order to improve the cost control of H hospital,this paper analyzes the experience and practice of promoting cost control under the background of M public hospital's health care reform pilot project.Finally,it proposes feasible suggestions for improving the cost control of H public hospitals.Through the research,it is found that the H public hospital should actively seek change in the background of the medical reform pilot,and make the feasible cost control and management plan with multiple thinking,highlight the effectiveness and sustainability of the cost control,and lay the foundation for the active integration of the medical reform pilot and the promotion of the sustainable development vitality of the H public hospital.In the aspect of cost control,we should strengthen the whole process cost control,improve the efficiency of cost control,strengthen the strategy of financial capital,increase the level of capital reserve,ensure enough funds to deal with the financial problems,improve the precision and information level of the cost management methods,and build a perfect system and management of cost accounting.Rationale system;constantly improve the cost assessment mechanism,relying on RBRVS performance appraisal,rewards and punishments,to enhance the efficiency and quality of cost control.
