Public health and social public’s basic quality of life and health are closely relative,linking with sustainable development of society closely. Health care expenditure is animportant means for local government performing the functions of health. In recent years,Chinese economic strength as total health expenses is growing, but investment in healthcare is still deficient:(1) At present, the investment subjects of the total health care cost aregovernment, society and person, the proportion of whose burden are not harmonious;(2)Public health funds are in the low rate of utilization and uneven distribution; there is a biggap between urban and rural areas. Performance evaluation is took into China’s Medicaland health investment, then the evaluation results are useful for improving the efficiency ofpublic spending on health.According to the literature review and the health status of systematic research intosummarized into health care specific problems; by the medical and health-related inputs tostart theoretical study, combined with quantitative research model, building health careinvestment in performance measurement model, and its interpretation and characteristics ofthe analysis; under the model, starting from the systems approach described model intopractice in health care costs in the process of specific application, thus improved theperformance of medical and health specific comments and suggestions.In this paper, results:(1) Based on medical and health-related theories into the analysis of the performanceand status of the study, combined with the general characteristics of health care inputs, aswell as the particularity of Shanghai to build Performance Evaluation Index System;(2) According to medical and health investment in Shanghai to collect relevantinformation, relevant data and literature review, using analytic hierarchy process,input-output method to build medical and health investment performance measurementmodel, calculated the performance indicators for health care put into the role of weight,thus to be invested each year performance, and analyze the impact of changes in health investment performance, changes in key indicators;(3) The use of factor analysis, obtained on the performance of health care into themost influential factors, and through operation of the investment performance of healthcare to predict the development trend analysis, according to results of the optimalallocation of medical resources, adjust the layout of medical resources, strengthen primaryhealth care resources building, improving the efficiency of primary health care resourceuse of specific programs and countermeasures.The innovation of this article: To performance measurement combined with themedical and health undertakings will be a quantitative factor analysis method applied tothe study of health care performance measurement practice, to identify the greatest degreeof contribution to health performance factors, and up and down movements of the variousfactors to find the specific circumstances of a starting point to improve health careperformance.
