Research On Public Hospital Input-output Evaluation Index System Based On Cluster-Factor Analysis

Since 2009,the new medical reform has been carried out in full swing throughout the country,in which it has put forward the reform development idea of equal importance for both fairness and efficiency.National Health Planning Commission pointed out in the 201 5-2020 plan that it is necessary to clarify the functional orientation and resource allocation standards of hospitals at all levels and effectively control the size of public hospitals.Under the premise of restraining the scale expansion of public hospitals,maintaining appropriate inputs and improving hospital efficiency and output levels are important prerequisites for the hospital to take a sustainable development path and are also the fundamental guarantee for the hospital's public welfare.Under this background,this research studies the public hospital input-output evaluation index system.This research adopts use the policy and literature research methods,the indexes of input-output evaluation system are selected for sea election and primary election,and the evaluation index of primary input-output from five aspects of human input,financial investment,material input,economic benefits and social benefits are determined.Then,by means of R-cluster-factor analysis,we scientifically and quantitatively select the primary evaluation indexes,and construct the public hospital input-output evaluation index system which contains two aspects of input-output,five criteria layers and 16 indexes.Thirdly,based on the final input-output evaluation index system,the author use the public service value model to calculate and analyze the efficiency of 164 hospitals in Fujian Province.It is found that there are big differences in the efficiency of public hospitals in Fujian Province,and the factors that affect the public hospitals of different levels and treatment scope are also different.Finally,based on the above analysis and the establishment of public hospital input-output evaluation index system,related background and policy guidance,we put forward suggestions on the implementation of the input-output evaluation index system in public hospitals.The main purpose of this research is to establish a public hospital input-output evaluation index system scientifically to provide scientific guidance for the efficiency evaluation of public hospitals.The innovation of this research lies in that the index system of input-output evaluation is established by adopting the method of R-clustering factor analysis,which overcome the problems of information loss or information redundancy in the traditional index screening methods and solve the problem of how to scientifically select index without any priori knowledge.In addition,this study also applies the value model of public service to evaluate the efficiency and overcome the-problems such as complexity and insensitivity of common methods,which are more scientific and flexible.
