Research On The Evaluation Index System Of Information Construction Of Community Health In Main Urban Area In Chongqing

Objective In order to evaluate the information construction of community health in main urban area in Chongqing and find out the problems, as well as to push forward the development of community health informatization, this paper, via the research on the current development of community health informatization in Chongqing, establishes an evaluation index system which is able to comply with the current situation in China and the actual situation of community health informatization in main urban area in Chongqing.Method Document analysis method: the relevant literatures which are mainly about the index system of informatization construction used by health care institutions at home and abroad were referred to; the factors affecting informatization development of basic health care institution were clearly defined, then the indexes which are suitable were screened. Questionnaire method: stratified random sampling was used to select three areas whose informatization construction is excellent, common and poor to have a survey on the community health care center and the administrators. Expert interviews: a deep one-to-one interview was conducted on the health administrators, technicians working for health informatization center, heads of community health service institution, by which the information of community informatization, like guarantee status, construction of basic facilities, application and security of informatization and efficiency of informatization, etc. were understood. Delphi method: on the basis of status survey, the primary frame for evaluation index system for the community health construction in main urban area in Chongqing was set up. Then the final index system was defined by two rounds of expert consulting.Result Focusing on the five primary indexes – guarantee system of informatization, informatization infrastructure, informatization construction and application, informatization security and informatization efficiency, evaluation index system for community health informatization in main urban area in Chongqing is established. The evaluation index system includes five primary indexes, sixteen secondary indexes and forty tertiary indexes. By Analytic Hierarchy Process and the established index system, a judgment matrix is established and the index weight is calculated respectively.Conclusion The evaluation index system for informatization construction of community health, formed by combining Delphi method and Analytic Hierarchy Process, is quite scientific. Therefore, it is able to provide quantitative basis for the informatization construction and be used as reference by other regions and relevant departments to appraise the development of health informatization in some basic institutions.
