The Research On The Problems And Countermeasures Of New Cooperative Medical Service Development In Haikou

In the1980s, with the changes of China’s rural economic system, the cooperative medical care which had made contributions to farmer’s health went down sharply through the country. In order to guarantee the right of peasants’ health and rural fast、sound and sustainable development, the CPC central committee and the state council pointed out new rural cooperative medical care system which focus on comprehensive arrangement for serious disease should be established gradually in October2002. As a political, economic and cultural center of Hainan province, Haikou is always at the front of social transformation, and the social impact has expanded after successful bid for Hainan international tourism island.On the basis of relating concepts and practices both at home and abroad, taking Haikou for example to study the development of new rural medical care system, this article tries to find out the shortages and consummates this policy in the hope of promoting new rural development. There are four chapters in this article:Chapter one:introduction. It gives a draft summary of the whole article. Firstly, it introduces the background and significance of this research, including the research background of our country’s new rural cooperative medical care system, theoretical and practical significance of new farming in Haikou. Secondly, it gives detail overview of rural medical security problems about the relevant theories and research literature. Finally, it illustrates methods and innovative points of this research.Chapter two:it introduces the background of our country’s new cooperative medical care system’s implementation at the beginning. Then, the new rural cooperative medical care system’s main content and implementation are summarized. Again analyzes this system’s present problems systematically. Finally it points to the approaches of improving the new rural medical cooperative: constructing poly-pattern of rural medical security model, the government shall bear the liability for contribution and supervision.Chapter three:relating to the current situation and existing problems in the process of Haikou’s new cooperative medical care system. First, it outlines the current mode of Haikou new rural cooperative medical care system. Then, taking a city district as an example, it analyzes the implementation effect of medical treatment of new-style country collaboration. With the study method of SWOT, it analyzes the new rural cooperative medical systems’strengths, weaknesses, opportunities and threats in trun. And finally analyzes systematically Haikou new rural cooperative medical problems and their reasons.Chapter four:with the study of city’s new rural cooperative medical care systems’problems and their reasons as the above, the countermeasures and suggestions of consummating this system of Haikou are given:Firstly, we should deepen rural medical cooperative system reform of Haikou. Secondly, in order to realize the optimal safeguard, we should promote Haikou new farming link to other medical security systems. Thirdly, we should achieve Haikou new rural cooperative medical systems’flexibility. Finally, we should perfect the relevant policies to support new farming.Only by continuous consummating new rural cooperative medical security system and improving the rural medical health security in Haikou, we can develop the new rural cooperative medical care system in Hainan further. Then, we can achieve the aim of maintaining social stability, narrowing the gap between rich and poor, creating beautiful new countryside and constructing the harmonious Haikou city.
