Analysis Of The Current Status And Countermeasures Of Xinjiang Uygur Hospitals

Objective: This paper make investigation and analysis of42Xinjiang Uygur medicinehospitals in public nearly five years of development and changes in the survey andevaluation, explore the constraints of Uighur Hospital in the fierce market competition,and provide ideas and measures for sustainable development, and gives some relevantcountermeasures and advices. Methods:42public Uygur Hospitals in Xinjiang Provincewere selected into the sample pool, and were analyzed by EpiData3.1and DEAP2.1program. With the composition ratio of Uygur medicine hospitals, statistical description ofthe status of human resources, with a fixed base of Uygur medicine hospitals thaneconomic operators to conduct statistical analysis, data envelopment analysis usingdifferent regions of Uygur medicine hospitals to evaluate the efficiency of medicalservices. Results:(1) Basic Condition:The distribution of Uighur Hospitals are unevenand technology is weak;（2）Establishment of personnel and beds: Waste and shortageco-sxistence. Southern regions show a waste of staff vacancies and a shortage of beds overloaded; northern, eastern Xinjiang region showing the preparation of staff shortages andwaste co-existence of the phenomenon of bed.(3)Infrastructure and equipment: Mostsmaller Uygur medicine hospitals,5million or less accounted for small and mediumequipment72.79%of the total equipment,$50,000or more devices configured largeequipment only27.21%.(4) Status of human resources: Uighur staff overall compositionratio up to91.79%; health professionals are up to80%, a serious shortage of nursing staff;low education levels of workers; senior professional and technical staff account for only8.88%professional and technical personnel, expertise in primary staff ratio is too large,the overall medical technology is weak, the lack of high and talent academicleaders.(5)Operational status of the economy:government investment in absolute valueincreases every year, but the proportion of hospital revenue decline; Uygur medicinehospitals in all regions after2009began to turn around.(6) The efficiency of medicalservices:DEA generally effective for14,67%of Uygur medicine hospitals, there arevarying degrees of validity of the scale or technical defects.Conclusion:The overallregional trend Uygur medicine hospitals better indicators of the total has increased in the overall efficiency of medical services rendered scale increasing trend. In the course offuture development in Xinjiang should be developed to adapt to the development ofnational pharmaceutical policies and regulations, the rational allocation of health resources,and constantly improve the education system, to develop joint Personnel management ofconstruction planning, characteristics and advantages into full play, so out of the XinjiangUygur medicine, to the world.
