The Ressearch On The Implementation Of National System For Basic Pharmaceutical Among Primary Medical Institutions

With developing of the national basic pharmaceutical system, Vigorously promoting the basic pharmaceutical list and supervising the the primary medical institutions tend to be the important work of health care reform. J-town is located in the North rural areas of Hubei Province. The Empirical Study on the basic pharmaceutical system is good for realising the problems and providing a reference for the further promotion of basic pharmaceutical during Implementing the basic pharmaceutical system. By upgrading the j-town residents’comprehensive understanding of the basic pharmaceutical, it can reduce the resistance for the local implementation of the basic pharmaceutical and provide the masses’supervision.Firstly this paper will explain the concept of basic pharmaceutical and national basic pharmaceutical system; Secondly, the analyzing the necessity of China’s basic pharmaceutical system;With the Public Goods theory, Welfare Economics theory, Government Regulation theory, Asymmetric Information theory and the survey data I’11analyzing the problems of the j-town. Finally, I’11analyzing the reasons for the j-town and recommendating for it.With the combination of systems analysis methods, I draw the following conclusions:As the financial subsidies promised by the Government always delays, it has affected the doctor’promotion, which led to the publicity and supervision of the basic pharmaceutical system. At the same time, due to the j-town doctor’s performance is nothing to do with the basic pharmaceutical, the limited capacity of receiving patient’s and the inefficient distribution of basic pharmaceutical, all these factors has made the basic pharmaceutical system develop unsuccessfully.Going through the systematic research, this paper focuses on financial problems, pharmaceutical issues, advocacy issues and regulatory issues. At last I’11propose some improvement measures such as ensure that the financial benefits in full, all primary medical institutions should equipment and use the basic pharmaceutical, interacting with the masses on advocacy work, supervising by the masses and so on.
