New Rural Cooperative Medical Reimbursement System is created by rural people in China, which is a mutual redress medical security scheme, and plays an important role in ensuring rural people get basic medical services and easing poverty caused by diseases. It could benefit improving the rural people's health and accelerating the overall realization of the well-off society in China. To make a scientific reimbursement in implementing the NCMS is one significant condition of ensuring the persistent development of NCMS. NCMS is"a mutual aid rural medical system giving prior to plan the fatal disease as a whole", which is mainly to expend the high medical expenses or fee in hospital, and to help peasants resisting risk of fatal disease.The aim of the study is to research NCMS reimbursement of Xiangyin County, Hunan Province, on the base of assessment in effect of NCMS implemented using random front model, and through collected data making statistical analysis of NCMS reimbursement system of Xiangyin County. We got the following results:(1) Only participants of NCMS can get reimbursement, other farmers have not received any form of reimbursement regardless of the severity of the disease;the farmers who have more awareness to the new reimbursement system for rural cooperative can get higher maximum amount of reimbursement; if participats of NCMS have the higher education level and monthly income, they can get the more reimbursement; and if participats of NCMS are better healthy,they get the less reimbursement; rich social capital can play active role to participants of NCMS who need reimbursement. (2) Reimbursement for different diseases, in addition to a relatively low proportion of occupational disease, other disease have ranged from about 1,000 yuan reimbursement, farmers can be protected by NCMS. For those who are suffering the chronic disease throughout the year, NCMS can solve part of the problem. However, the new rural cooperative funds are limited, and the rapid growth of medical costs, the new rural cooperative medical reimbursement can not solve the real problems for the people. (3) Through the medical site, hospital patient get compensatement according to the pay line and reimbursement rate.The choice of location for medical treatment was closely related with the reimbursement amount. Because currently high cost of hospital care and the low actual reimbursement of the expenses, when they are suffering from minor ailments, most people choose to go to private clinics or pharmacies to buy medicine themselves. Medical standards and medical devices of town hospitals and private clinics are limited, so once they are suffering from serious illness, most people can only choose to county hospitals or municipal hospital. Medical institutions, formal or informal, have some relevance with reimbursement, the more formal hospital should be reimbursed the amount of farmers easily, while the informal medical institutions have the greater reimbursement loophole, patients can get more additional, non-formal reimbursement.The auther gave some Advice:(1) The Government should strengthen propaganda of NCMS, in particular, strengthe propaganda to the reimbursement system. The farmers should figure out reimbursement details such as how to reimbursement, where reimbursement, and how much can be reimbursed. (2) The Government should provide farmers with more education opportunities to enhance their human capital, so that farmers get more benefits. (3) Currently construction of reimbursement system need to be further improved. (4) To expand the scope of reimbursement and proportion of NCMS, so that farmers can benefit broadly. (5) To establish the out-patient co-ordinating mechanism, strengthen the reimbursement system of medical institutions to eliminate unreasonable reimbursement phenomenon, to provide a more favorable implementation environment for rational choice for the farmers.
