In recent years, with the growing emphasis on rural work, the governments' fiscal expenditure for supporting rural areas is increasing very fast. In the field of medical security, the most outstanding achievement which based on the growing financial support is the establishment of New Cooperative Medical System(NCMS). After the disintegration of traditional rural cooperative medical care system, rural residents' health level has fallen and the condition of the poverty due to illness has arisen frequently. In order to relieve this condition, the government decided to build up the New Cooperative Medical System(NCMS) whose main goal is to relieve the rural patients' burden caused by serious diseases and to improve rural residents' health. With the development of NCMS, there has been increasing attention to the effect of NCMS. As a cooperative medical system which aims to the serious diseases, the insurant's actual hospitalization reimbursement ratio is very important. The actual hospitalization reimbursement ratio of NCMS, which shows the level of the insurant's benefits directly and has the firmest connection with the inpatient's burden, is a key index of NCMS's effect. Currently, NCMS's actual hospitalization reimbursement ratio is too low, and the gap between the nominal and actual hospitalization reimbursement ratio is large. In this circumstance, it's very important to figure out the effective factors of NCMS's actual hospitalization reimbursement ratio and find the way to improve the actual reimbursement ratio. This is the key to improve insurant's actual benefits and the continuous development of NCMS. Considering all these situations, our research starts with the actual hospitalization reimbursement ratio of NCMS. Based on the theoretical analysis, we assume several factors which may influence NCMS's actual hospitalization reimbursement ratio and do some empirical researches to test the assumptions.The consequence shows that level of the hospital, whether insurant is hospitalized in other city, whether insurant has Critical Illness Insurance Program, insurants' educational background, hospitalization expenditure have a significant effect on the insurant's actual hospitalization reimbursement ratio. on the basis of the consequences, this paper makes some suggestions from the following four aspects:First, improving the grassroots medical institutions' medical service ability, promoting differentiated reimbursement policy. Second, strengthening the publicity and policy interpretation of NCMS, enhancing rural residents' understanding of the reimbursement policy. Third, developing the settlement system in different cities of NCMS, establishing a nationwide settlement system. Fourth, strengthening the connection between NCMS and Critical Illness Insurance Program, improving the reimbursement standard.Suggestions are supposed to reform the cooperative medical system and lead the rural residents' behavior, then lead to a higher actual reimbursement ratio to guarantee rural residents' welfare. On the basis of the past studies, this paper pays more attention to the individuals through the micro view, which has a useful supplement and extension in this field.
