Current Situation And Demands On Nursing Legislation In The Background Of Primary Medical And Health Services

With the background of achieving national primary medical and health services, taking nursing service at local level in Zhejiang province as an example, this study briefly discussed on problems of nursing legislation which was based on legal principle, according to Nursing Regulation, and through the view of necessity and demands of nursing legislation. The method of literature review, law analysis, investigation, and interview were applied in this paper. This study included the survey of local nursing service condition in Zhejiang province, the problems of nursing legislation in primary medical and health services, and suggestions on improving and developing nursing legislation. The main conclusions of the study consisted of the following contents. First, launch Regulation of Nurses’Wages, update Family Practice Working Regulation and School Health Working Regulation, and implement details of Nursing Regulation. Second, mention nurse entry and allocating standards, establish mechanism of training nurses, and perfect nursing personnel system. Third, enhance working duty of government by law administration, and enlarge efficient strength of charging. Forth, revise nursing law in accordance with scientificalness and normalization of legislation, such as a ratio of sickbeds to nurses, registration time, nursing registration, position appointment, types of nursing record, and daily supervising organization. Fifth, draw lessons and translate laws from other countries and areas discriminatingly. This study will safeguard rights and interests of nurses and clients, institutionalize nursing management, keep nursing safety, improve nursing quality, and finally laying the groundwork to ensure everyone’s benefits from the primary national medical and health services.
