Fairness Of Health Services And Comprehensive Evaluation In Three Regions Of Jiangsu Province

Objective:objectively evaluate the condition and dynamic change of Jiangsu Province, South of Jiangsu, Jiangsu, North Jiangsu area residents of different economic level of equity of health service status and trends. To the existing unfair phenomenon to undertake thorough analysis, analysis of three regional public health service fairness imperfection and system reason, offer relevant policy proposal, in order to further improve the health service system to provide a scientific basis. Methods:use the public secondary data of Jiangsu Province health Yearbook and the statistical yearbook of Jiangsu province, all the residents as the research object, through2008to2010data, divided into South,Middle and North area, from the allocation of health resources, health services utilization, health, health financing for a longitudinal comparative study, use concentrate index,Kakwani index as evaluation index, finally using the comprehensive index method to the three regional health service equity changes in overall comprehensive evaluation. Results:the fairness of the health resource allocation, three years of data drawn from the four aspects of CI were positive, beds and health agencies CI value less than0.2, health and technical personnel and health staff at0.2-0.3. Per thousand in number of health institutions, beds per thousand people, every1000people health personnel per thousand people, the number of medical technical personnel are increased. The equity of health service utilization, per capita inpatient number absolute value of CI is less than0.2, average per capita per capita outpatient treatment times and number of absolute value of CI between0.2-0.3emergency number, per capita CI absolute value has been decreasing trend. Health services utilization contains four indicators showed a trend of increase gradually.Equity in health, all the indicators are negative, the absolute value is less than0.2, except for the incidence of infectious diseases in2009all fluctuations, the remaining indicators to show year after year to reduce state.Financing equity, KaKwani index of health expenditure accounts for the expenditure as a percentage of the is positive, KaKwani index of the remaining three indicators were negative, each outpatient and inpatient costs in2010is decreased. Conclusion, in order to solve the problem of three regions of Jiangsu Province health service fairness,at present, can from the following four aspects:first, reduce the differences of three regional economic level;second, continue to strengthen the medical insurance system; third, increase health costs of inputs; fourth, to strengthen health education;fifth, deepen and improve the health system reform.
