The Investigation Of Protection Of Doctors’ Rights And Interests Under The Background Of The New Health Care Reform

Health care reform is a concern and problem across the world. Every nation explores the reform program, according to their national conditions. The similarity is that great importance is attached to the critical role played by doctors in the implementation of health care reformDeepening the reform of the medical and health system in our country, is a major decision made by the CPC Central Committee, and is a strategic move to protect and improve people’s livelihood. With the end of the implementation of the three-year health care reform in2011, China’s pharmaceutical and health care reform have moved into a more advanced stage. It is a major issue worth exploring to overcome challenges, ensure the completion of all tasks, and address problems in the health care reform. Doctors are subjects in the reform of the medical and health system. It is the key to perform and deepen the reform of the medical and health system to defend the legitimate rights and interests of doctors, mobilize the initiative and enthusiasm of the doctors, and allow physicians to take the initiative to actively participate in medical and health system reform.The problems and unreasonable phenomena in the medical and health system are as follows. In the first place the current profession environment of doctors has not been fundamentally improved. On the one hand, the patient’s expectations are very high and medical disputes are frequent. On the other doctors’work pressure is great, but their income and pay are disproportionately. And they are not very satisfied with this profession. In the second place, the awareness of the measures of new health care reform and relevant laws need to be raised. Doctors’ mood is not stable because events that the doctors were chopped or killed repeatedly happen. And normal medical practice is greatly affected. As a result, the issue of protection of doctors’ rights and interests under the background of the new health care reform is proposed.This article proposes measures to protect doctors’ rights and interests under the background of the new health care reform based on the political science, ethics, public policy analysis theory and so on; with the effort of literature search, data compilation, interviews with physicians and my own experiences of working in hospitals; through a better understanding and comparison of the health care reform policy, other research achievement on health care reform and the current working conditions of doctors; through serious learning and thinking, systematic analysis of this issue. The measures are as follow:First, the government should attach importance to this issue by further establishing and improving relevant laws and regulations. The legitimate rights and interests of doctors should be protected by laws and regulations through deepening the medical and health system reform as well as mobilizing the initiative and enthusiasm of the doctors.Second, medical education should be enhanced. Not only the training and learning of doctors expertise should be strengthened but the training of Humanistic knowledge and building of doctors’professional ethics and Moral Character. We should attach importance to both earnings and responsibility of doctors and lay equal stress on defending rights and ensuring regulations. All the doctors are suggested to act according to the law practice of medicine, be self-confident and civilized, behave with high-quality and have international levelsThird, we should inform the society of medical knowledge and set up good atmosphere of respecting doctors.The framework of the research is:Chapter1:Introduction The chapter focus on reasons to chose this topic and status quo of this research and proposes the issue of investigation of protection of doctors’rights and interests under the background of the new health care reform. And the chapter will introduce the thoughts and methods of this research and highlight the main idea of this topic.Chapter2:We should understand the spirit of the new health care reform comprehensively, and fully understand the role of doctors in the new health care reform. Also the importance of protecting doctors’rights and interests is clarified here.Chapter3:This chapter focus on the necessity of protection of doctors’rights and interests under the background of the new health care reform. The problems and its reasons of protection of doctors’rights and interests in the health care reform will be explained thoroughly in terms of the relevant national health care reform policy; state of mind of the physicians; their working conditions and distress, and the undesirable practices that "Don’t take doctors as common people but gods.’Chapter4:This chapter proposes countermeasures to promote the protection of the rights and interests of doctors. That is three aspects of interaction the attention paid by the Government, the self-discipline of physicians, social understanding and respect for the doctors.Chapter5:Summary.
