The Present Status And Countermeasures Of Emergency Management Of The Public Health Events Of Anyang

ObjectiveAt present, under the influence of various factors, the emergent public health events always happen, and public health emergencies tops the list of those events, which bring many negative impacts to the human life safety, the social harmony and stability and healthy economic development. Therefore, it becomes the government’s top priority to address those realistic problems that how to deal with the public health emergencies and strengthen research on the public health emergency management. This paper made an analysis on the present status of the public health emergencies in Anyang city in recent years and summarized the achievements and experience of the municipal public health emergency management. Meanwhile, it objectively pointed out the existing problems and deficiencies, put forward countermeasures in the field of public health emergency in references to the experience from other cities, and provided theoretical basis which aimed to improve the government’s ability to control public health emergencies.MethodsBy broadly collecting and reading the domestic and foreign emergency management literature on public health emergencies, we understood the present situation of the research on the emergency management and the main problems and shortcomings and determined the basic idea of this study clearly according to the main line of proposing problems, analyzing problems and solving problems. On the basis of theoretical analysis and further investigation, we visited the corresponding public health institutions in Anyang city. Through the approaches of symposiums, references etc, we obtained information and data from the grassroots, and we made comprehensive analysis and evaluation on the public health emergency management in Anyang city with the methods of public management theory and comparative analysis and finally proposed the corresponding countermeasures and suggestions to solve the problems.ResultsAt present, we have initially built the municipal public health emergency commanding and decision-making system, made and improved two overall preliminary plans and17single preliminary plans. The public health emergency direct network reporting rate reached one hundred percent at medical institutions at or above county level and health clinics in towns in Anyangcity.Weaveincreased the emergent publichealth event emergency supplies into the reserves each year, with emergency medical drugs and reserve logistics supplies amouting3million yuan. To increase the public health agency of the construction investment, since2004, of anyang city investment of RMB18.7134million yuan for the government at all levels for10city and county diseaseprevention and control project construction,$73.2728million for six city and countyemergency medical treatm-ent system for public health emergencies construction project,the$45.94million national debt capi-tal and supporting money for reconstruction and the new89health hospital,25.36millionyuan in village clinic construction,$10million for community health service center city construction. The money invested into the public health system from governments at all levels mainly flowed to the infrastructure construction of the public health service institutions, with a little flowing to the construction oftpublic health event emergency mechanism, let alone special funds set for health emergency office exclusively. The funds granted by the superior competent departments were mainly used in the disease prevention and treatment.ConclusionsThrough the establishment of "Yi An San Zhi"(one preliminary plan and emergency management system, emergency management mechanism and emergency management law system), we gradually perfected the health emergency organization management and commanding system, and realized the transformation of management functions, management mode and coordination mechanism But there are still many problems and defects, such as insufficient understanding of the important significance of the public health emergency management from the government and the public; insufficient and unreasonable funding for the public health service; the public health service system talent team lagging behind and urgent improvement on the information management etc. More attention should be paid to the public health system and the health emergency scientific management, in order to effectively response to the complex of emergent public health events.
