Reserch And Practice Of The Gridding Public Health Management In Yangpu District

BackgroundIn the cause of building up our "knowledge Yangpu", the Yangpu economic development model and urban development model has undergone profound changes. Business industry developed rapidly, and has formed the yangpu central business district, which including the Wujiaochang municipal sub-center, Kongjiang district-level commercial center, major high-end residential areas with commercial streets.The public health monitoring objects of Health Supervision Institute of Shanghai Yangpu Health also changed greatly in the distribution and quantity, public health, the development and research of "Gridding public health management model" is very important to the improvement of the public health in Yangpu District, maintain of both the public and investors legitimate rights and interests, create a favorable business environment for investment, promote regional development and public health importance of building a harmonious society.ObjectivesTo develop the Yangpu District Gridfing Public Health management model, optimize the public health management model, improve the efficiency of health supervision, understand and evaluate the implementation effectiveness of griding management model, improve regional public health grid management modes, to promote public health management performance, and to provide a basis for relevant departments in the regional public health supervision planning of human resource, financial, and material.MethodsUsing a combination of qualitative and quantitative methods, we collected & analyzed the following information of of Health Supervision Institute of Shanghai Yangpu Health:the public health monitoring method & the griding monitoring mode、Routine health supervision, health administrative penalty cases, health supervision and complaints reports, health supervision management etc. We also collected comments & suggestions from relevant stakeholders through expert interviews and questionnaires survey. To analysis the strength & weakness of gridding management model.Results1. adjusted the public health department set, reduced the buck-passing between departments, and enhanced the cohesion of the Health Authority.2.optimized the health inspectors configuration, formed a good situation of comprehensive law enforcement by multi-departments.3.Declining number of annual complaints reported. And the annual monitoring coverage, the annual number of households checked, the annual number of penalty cases, the number of households per capita annual inspection, the average annual number of penalty cases was gradually increased.4. established a long-term dynamic management mode of public places,to ensure the health supervisors to grasp the base number and dynamic changes of the public health monitoring objects. 5. Enhanced the capability of health supervisors in law enforcement, research and learning.6. Improve the management of health oversight agencies:established ISO9001 quality management system, measurement certification system, Improve supervision and inspection and reporting of health complaints handling system, standardized file management.7.Satisfaction rate of the public health monitoring objects on health supervision was remained at 98%.Recommendations1. To establish regional health supervisor research centers & training practice center, which closely with the universities & relevant educational institutions, and continuously improve the work program & incentives of employee re-education, training & research etc.2. To add psychological courses into series of employee education, and organize variety of team practice, help health inspectors to relieve work pressure and face heavy enforcement more positively.3. To continuously promote kinds of public places quantitative classification management system, define the supervision frequency of different levels more reasonably, reflecting the principle of efficiency and achieve a multiplier effect.4. To continuously advocate the "corporate self-regulation, industry management", strengthen the power of trade association, and urge the public places to improve their internal management.5. To regularly adjust the grid settings, to ensure a balanced distribution of managed objects in each grid.
