Science and technology is the primary productive force which is important symbol to measure the strength of the national comprehensive national strength. In the 21 century, life science means the leadership to the development of science and technology competitiveness, in which the medicine occupies an extremely important role. In the process of development of modern medicine, medical education and scientific research is the sustainable development of medical vitality. The hospital management has become more comprehensive,which consists of medicine, teaching and research.Hospital managemen is not agian a single medical management. The teaching and the scientific research is the power to guarantee strengthening connotation construction, enhancing core competitiveness, and realizing the sustainable development.The study object is a three level of first-class maternity hospital (Hospital A) in Shanghai.This hospital became a Medical college affiliated hospital in order to build a win-win cooperation with the college in the filed of science and education.In recent years, Hospital A has made some development in teaching, scientific research. At the same time, there also remains many developmental problems to be solved.The purpose of this study is to analyze the organization situation of management science and education, developing orientation; key problems and the influence factor, discusses the development direction of A hospital’s science and education, provide decision basis for A hospital’s personnel and discipline construction.Research methods:literature review,the related data collection, key insider interview, questionnaire investigation,expert interview on focus group and data statisticsThe first part of this paper is to explain the relevant management theory, summarizes these aspects:the development and trend of hospital medical education and scientific research management; the inner link,function and its operation principle of management work of science and education; prospect for a comprehensive review to the cooperation relationship of medical colleges and the hospital management in recent years.The second part of the article includes four parts as follows:1.hospital overall status analysis:including hospital medical technology situation, clinical section setup, specialized subject characteristics, the human resource structure condition.2. The hospital science and education condition analysis:hospital A medical teaching and scientific research baseline status in 2006~2010, including rules and regulations, the graduate students training, scientific research projects and the achievements, paper presented, etc.3.The hospital science and education management situation analysis:science and education development goals, function orientation, concept, attitude, and rules and regulations, science and management structure, position of responsibility, the work flow, the management efficiency and the existing problems.4. Evaluation and suggestions of science and education work from clinical physicians’ evaluation; the effect factor analysis; hospital managers, tutor and teachers, scientific research project directors.The article discusses the existing problems and the reasons are in scientific research, teaching work around laws and inner essence of research work on science and education and concludes as follows:1.Hospital A’s discipline and core competitive ability is not strong, medical features show no advantage, key discipline construction task is very urgent,and there is a long and stressed way to develop the discipline.2.Education and teaching management are lack of standardization and rigour, so there are some aspects remained to be improved such as:The clinical doctors lack cognition on clinical teaching work and secondly the doctors should strengthen the ability to execute the teaching rules.Thirdly,incentive system need to be further perfected.3. Scientific research ability and performance should be further raised on these construction which are building research team, improving the scientific research environment; strengthening scientific research performance. The hospital doctors are lack of the information science and technology, therefore hospital A should be make the information technology effectively and enhance communication efficiency. Firstly,the hospital should establish different kinds of knowledge information exchange platforms which suit the clinical work actual need. Secondly,the information technology system should pay attention to the application level of human nature.Finally, the research stated countermeasures and suggestions for the teaching research work construction. It provided not only scientific basis for strengthening the management but also the new ideas of mechanism transformation and innovation methods on education and science management, mainly for:1.Defining its development direction, planning, matching matching policy:including planning of subject direction scientificly; strengthening the cultivation of the discipline leaders, the team building, the consensus management and increasing the investment on research and teaching work by getting more extensive resources. 2. Hospital A should use incentive mechanism correctly and establish different kinds form of incentive measures, mainly including:making the incentive measures for hospital development objectives on science and education,material incentive and spiritual motivation should be combined,implementing differentiation incentives, making efforts to create a good working environment, building a harmonious atmosphere of the education and scientific research work. The hospital should establish a constrained and competitive mechanism and a strict perfect testing and evaluating system, mainly including:establishing evaluation system; useing a management tool and information technology reasonably to improve the efficiency of management; evaluation must pay more attention to the development of the doctors at all levels.
