Enterprises must enhance their profitability if they want to survive in the current harsh financial crisis. To achieve this goal and meet the needs of competitive efficiency, quality, delivery, cost and customer satisfaction ,they must own a strong-beat heart, which is OEE ( Overall equipment effectiveness) in the enterprises.OEE is the evaluation index of TPM( Total Productive Maintenance). TPM is a continuous improvement process based on the autonomous maintenance which is executed by all employees. The promotion of TPM causes OEE to be used in more and more manufacturing fields, and at the same time, OEE becomes the key performance indicators of the equipmentmanagement. Based on the analysis and study of TPM, the paper researched the OEE from definition, constitution, formulary, substance, history and practical circumstance in various industries. It also clarified the study of the relationships among OEE, prevention Maintenance, State Maintenance, Reliability Centered Maintenance, Lean Production, other equipment maintenance guidelines and the status of OEE in equipment maintenance management.After that, the topic focused on analyzing the existing OEE problems and taking into account the company’s limited resources, it chose the bottleneck flow or equipment to analyze and improve based on the theory of constraints. Finally it obtained the good results by improving the critical equipment structure, technical flowchart and software control and so on, which was implemented in the actual production. The research of this paper can provide a way of using limited resource to strive for utmost investment reward for those companies which get in financial trouble.
