The Application Of Matter-element Extension Method On Subway Emergency Response Capacity Evaluation

In recent years, the subway emergencies caused personal injury and property loss accidents common occurance, because the subway emergencies has the characteristics that it’s hard to detect and control, and it’s closed, so the subway emergency it will cause unpredictable and avoid serious consequences. The subway will happen in all kinds of emergencies, according to the different characteristics of emergencies make a lot of emergency plan. Start the corresponding levels of the plan according to the type and scale and consequences of subway emergencies, ensure that the loss to the minimum degree casualties. But we’re not sure that if the emergency response plan could meet the expectations; reduce the consequences and loss to a minimum, so it’s necessary to comprehensive evaluation subway emergency ability. This paper study the content is:(1) The study and analysis the status of domestic and foreign subway emergency ability, clear the meaning of emergencies, the kinds of emergencies and the reason of emergencies, research the emergency system that it include construction principle, influence factors, constitute elements and the defects.(2) According to our country has enacted the law and the principles of index system, estimates the emergency ability, ensure the consequences is accurate and reasonable, research to the process and function of the index system, finally establish the subway emergency capability evaluation index system, it includes four secondary indexes and23level3index, quantitative analysis all the indexs, applied AHP to calculate weight.(3) Reading a lot of literature to learn extension theory, it is founded by the professor CaiWen,and establish the evaluation model of the subway emergency ability, calculate the correlation degree and level degrees of the emergency ability of Shenyang subway line1. According to the evaluation results, and find out the emergency work not perfect place, put forward the countermeasures of effective measures to strengthen the emergency management, improve contingency ability and reduce the loss.
