For the last decades, China has been going through rapid urbanization. While more and more cities have expanded vastly, the living environment has continually worsened. A lot of urban environment and social problems are closely related to the planning and design of cites. The construction land and green land in the Urban Fringe has great conflicts between each other. Because of lacking of effective management, the lands on the direction of city development expand disorderly. The reason is that the current urban planning is hardly effective to control the city size with developing so fast, and the traditional planning procedures are too rigid and often lagged behind the rate of urban development because of lacking scientific assessment and flexible strategies. Therefore, introducing the concept of sustainable planning and design is especially necessary.Thus, as a kind of national nature life-support system, Green Infrastructure (GI) can protect the environment effectively and develop it rationally, and establish a harmony relationship between Nature and Human. Gradually, GI is adopted by many countries as a mainly planning tool.In many practice cases of GI, Maryland’s "Green Print" project has received great results,thus it has been widely acclaimed as the best practical example of GI cases. What’s more, the Green Infrastructure Assessment (GIA) created by it, as a planning tool and framework, is capable to assesses and identify the land merits of ecological value and ecological resources rapidly. It has achieved lots of effective result in balancing land development and nature protection cases, and got broadly applied and recommended. Therefore, it’s necessary to take it as the principally technical tool for GI cases in China.Whereas, in order to deal with the dynamic development of China’s cities,GI planning needs to be innovated. Thus, Flexible Planning should be introduced into GI planning procedures.After fing out the commonalities between GIA and FP,we successfully combined the two and created a new planning system. This new system will be named as GI-FP system. It can be integrated into the existing land and urban planning systems, enhance the flexibility of planning so that the contradiction between construction and protection, and long-term and recent development can be resolved. Then, sustainable development can be achieved. In the last part,the GI-FP system has been applied in the real case:the Study and Planning Fuxi Composite Greenway, Zigong,Sichuan.And the case proved that it works successfully. Thence, finally,this GI-FP system is worth spreading in China and hoped to solve the problems occurred in rapid urbanization.
