| There are21projects used for cutting, storing up, grooming and utilizing reclaimed water in Shandong province, including17controlling dirty units, which are located in7cities and30counties and urban districts.They aim to cut, store up, groom and utilize the reclaimed water that reached the standard after governance, and stop or decrease them entering into the main line of water deversion, so as to ensure the deversion water quality.The project were under construction in2008, and are completed now.The project will improve deversion water quanlity of eastern line and lakes effectivly.Because most projects are located in the outlet of the basin and there are no matching engineering measures, so management departments, many scholars and experts focus on how to utilize the reclaimed water, solve water polllution originally and make the project create most benefit.Therefore it is necessary to develop study on planning and construction of sewage interception and diversion projects, and their comprehensive efficienty of flood control, waterlog control, irrigation, ecosestem, transportation, and urban landscape. According to the problems occurred during operation and management and after analyzing their experiment and character in Shandong province, reasonable suggestions should be given.This study, which is based on keeping water quality, stands on practical engineering problems, combined with studies and experiment of others, takes systematology and ecological environment axiology for theoretical basis, and takes hydraulic engineering, hydrology and water resources, ecology and environment for start, analyzed and calculated the partial functions and efficient of sewage interception and diversion projects of south-north water transfer project in Shandong province. Besides, based on variable fuzzy sets and relative difference function theory, this study instructed typical comprehensive benefit index system of sewage interception and diversion projects and variable fuzzy assessment model, and evaluated their comprehensive benefits. The conclusions were shown an follows:(1)In four typical projects, respectively located in Tengzhou, Heze, Linyi and Jining, benefit of keeping transfer water quality was most obvious, and it is110098thousands yuan every year; in addition, benefit of reclaimed water irrigation(45million yuan), ecology improvement, industry water supply (33.9million yuan) and urban landscape was remarkable; what’s more, they played an important part in improving traffic, sewage treatment and flood control.(2) The relative membership degree and function of index system of comprehensive benefit evaluation model can be scientifically and reasonably by variable fuzzy assessment method. In order to improve the reliability and realize the integration assessment of the projects’comprehensive benefits, the ranking feature value of each region and the average of its stability can be calculated by changing model and parameters.Their grade characteristics in Tengzhou, Heze, Linyi and Jining were1.89,1.69,1.51and1.84respectively. Their comprehensive benefits lied in grade2and were higher.(3) The projects have several characteristics:the design idea is creative; projects are constructed blinding with flood control, waterlog control, urban landscape, irrigation, industry, and so on; their ecology, economic and social benefits were remarkable. Certainly, there were some problems, for example:the way of middle water reuse was rough; warning system wasn’t perfect; there were no negotiation and condominium system of different management departments. So, ways to reuse middle water should be diversification; water monitoring management system should be strengthen; negotiation and condominium system should be established.Through analyzing the function and comprehensive benefit of sewage interception and diversion project, engineering construction concept could be further improved, and they supply experiment and basis to keep transfer water quality, instruct water ecology, solve water environment problems and make hydraulic engineering realize most benefit. |
