Optimization of power network planning is becoming more and more important.Shengli oil field power grid has its own characteristics as the enterprise grid.The structure is not ideal,the voltage class is too complicated,equipment is obsolete and so on.So far these problems restrict the operation and development of the power grid.With the construction of Dongying power grid,marked changes will occur.The third phase project of Shengli power plant is starting.Due to development,how to make full use of existing resource is very important.The research needs to simplify voltage classes,improve the power supply capability,reduce loss,improve voltage quality,replace of advanced equipment,bring in advanced theoretic.Specifically,the main problems of optimization are the choice of substation locating substation sizing and line path.The optimization of the substation location and capacity,line path selection,will enhance the level of the power grid operation.Optimization of power network planning is influenced by many factors. It is multi-objective discretization uncertain nonlinear and multi-stages.A mathematical model is needed to build to reflect the relationship between factors and decision functions. In this paper,the Optimization is according to load characteristics of Shengli oil Held power grid.Based on load forecast,the number of substation,locating of substation, transformer capacity,paths of lines,type of lines are optimized to improve security economics and Reliability of power grid operation.Security is the responsiveness for all kinds of disturbance.It can be reflected by "N-1".Reliability asks for uninterrupted power supply in line with quality standards.It can be reflected by "CAID""VOLL",etc.Economics is decided by investment operation cost and the cost of loss.To make economics as target could avoid decision faults and improve the efficiency of the economy.And the effect of the Optimization Technique used in the retrofitting of Northern power grid is good.
