The river is also the bridge and link of terrestrial ecosystems and marine systems. In many areas of the Hydraulic utilities, the planning and management of the river are often areas of most concern. Under the influence of the laggard traditional river training theory, and the uncontrolled requirement in order to maximize economic benefits obtained from the river, many river flood sections were compressed. Therefore, the floods occur frequently. The water was polluted. And the aquatic plants plummeted. At last the ecological environment of the river deteriorates day by day.Since the reform and opening up, with the sustained and rapid development of our economy and society, regional economic strength has been greatly improved people’s living standards. The improvement of live and the creation of beautiful environment become a social demand. So the shifting from traditional water conservancy to modern water conservancy becomes a task of top priority. So nowadays, the task of the river is no longer simply flood control and disaster mitigation. People don’t be afraid of the flood any longer, but they try to explore and study how to make the flood be the treasures of themselves and how to develop and make use of the water resources. The concepts of reasonable development and utilization of water resources and ecological construction of the river are increasingly accepted by more and more people. Gradually, the concepts of "returning to nature","hydrophilic" and "water culture" and other modern river planning concepts of governance have been widely accepted.Yangshu River is located in the territory of the Dongjiagou street, Dalian Jinzhou New Area (Dalian Economic and Technological Development Zone), the south of Liaodong Peninsula. Yangshu River is a tributary of Wolong River. It flows from north to south through the Wolong River into the Yellow Sea. It is a seasonal river and it develops to the runoff mostly in the rainy season. The left bank of Yangshu River is the subgrade of the Dong Jiang highway. There is basically no protection and the soil slope is steep. Therefore the anti-erosion ability is very weak. The right bank of Yangshu River is mostly covered by farmland. A part of the river is protected by the masonry wall. However, protection was seriously damaged due to disrepair. In addition, occupied of the river by the Dong Jiang highway subgrade, the river section decreased seriously. This will affect the draining of the flood. And the flood control standard is very low. In recent years, due to the region’s rapid economic development, the poor water quality and the frequent floods and other problems of the Yangshu River have seriously restricted the local economic development. Therefore, the relevant departments invite the experts and designers from the hydraulic field for the river planning and management Yangshu River.In recent years, with the increasing investment of the construction of water conservancy and other national infrastructure, the projects of river regulation become further. In this paper, taking the Yangshu River project of Dalian City as an example of the river regulation, the hydrology, engineering geology, engineering scale and task, engineering layout and building construction organization, environmental protection and water and soil conservation, project management and project budget and other aspects are elaborated and studied. Based on the problems encountered in the practical work, the author discusses what is ecological river, how to build ecological river, and the purpose and significance of the ecological river and so on.
